Human Cloning Prohibition Act of 2006 (SB160 / HB1462):
This bill would prohibit all human cloning, whether intended for reproduction or research. It would make it illegal to participate in an attempt to perform human cloning or to transfer or receive an egg cell, embryo, fetus, or human somatic cell for the purpose of human cloning. The bill would not ban the cloning of animals, and it specifically would allow cloning techniques intended to produce molecules, DNA, tissues, and cells other than human embryos.

Parental Notice (HB 958):
This bill would correct the loophole in Maryland law that allows abortionists to decide whether a minor’s parents should be notified before an abortion is performed. It would require abortionists to notify a parent by mail at least 48 hours before performing an abortion, unless the minor is accompanied by a parent or brings a notarized document stating that the parent is aware of the pending procedure. The bill includes an exception for medical emergencies, and minors would be allowed to petition the court for a waiver.

Maryland Stem Cell Research Act of 2006 (SB144 / HB1):
This bill would allow, and perhaps even fund, embryonic stem cell research on embryos that have resulted from in vitro fertilization. The bill would allow researchers to clone human embryos and even implant them in a human uterus or an artificial womb, but it would prohibit the birth of a cloned human being. Thus the bill would allow the cloning of human embryos as long as the developing embryo or fetus is destroyed before birth.
